Administrative law and public procurement

ForPublic sectorBusinessesIndividuals

We work on both sides of the relationship with the public administration. For public bodies, we draft regulations, conduct procurement procedures and support staff management. For individuals and businesses, we handle applications, prior hearings, administrative complaints and appeals, bids in public tenders and, where necessary, actions before the administrative courts.

What we do

  • Administrative regulations, with public consultation and statement of reasons, and legal opinions for public bodies and departments
  • Public procurement on the contracting authority’s side: tender documents, support to the evaluation panel and reports
  • Competitive procedures for recruitment and staff management
  • Public tenders on the bidder’s side: bids, qualification documents, requests for clarification, errors and omissions and challenges
  • Performance of public contracts: modifications, penalties and restoration of the financial balance
  • Applications, licensing, prior hearings, administrative complaints and hierarchical appeals
  • Access to administrative documents and complaints to the Commission for Access to Administrative Documents (CADA)
  • Administrative litigation and civil liability of the State and other public bodies
